About Abbotsford DPAC

Abbotsford District Parent Advisory Council (DPAC) is an organization that welcomes and encourages representation from all PACs in the Abbotsford School District. DPACs purpose is to 'support, encourage and improve the quality of education and well-being of children in our schools', while providing parents with information and advising educational partners of parent concerns.

Winsome Rauch

President

Winsome Rauch, a mother of six and mechanical engineer with an MBA from UBC, advocates for equitable opportunities, individualized education, inclusive teamwork, and continuous improvement. Winsome believes engaged parents are key to better outcomes for all students. She volunteers with Special Olympics and is an avid swimmer and Nordic skiier.

Kara Dickson

Vice President

Kara, a nurse and mother of two, has over 15 years volunteering in youth sports, schools, and PAC leadership. As DPAC Vice President and PAC Chair, she is passionate about building connections, supporting families, and creating positive, inclusive opportunities for children in our community

Melissa Crump

Secretary

Melissa is a wife and mother of two elementary-aged children, a psychiatric nurse, and a graduate student completing her Master’s in Counseling. Deeply passionate about mental health, she is dedicated to fostering psychological safety in schools and creating supportive environments where both students and staff can learn, grow, and thrive.

Michelle Bastien

Treasurer

Michelle Bastien is a long-time parent advocate with 11 years of PAC involvement and four years on the DPAC executive team. With four children in the district across all school levels, she values strong home-school partnerships and believes collaboration is key to supporting student success across the entire community.

Pinkey Bhatti

Director

Pinkey Bhatti is a PAC Executive and DPAC member with a background in finance. She has been actively involved in the school community for the past six years. Passionate about supporting children, Pinkey enjoys spending her free time with her son, family, and friends.

Stacey Parson

Director and Associate for BCCPAC Memberships

Stacey Parson believes strongly in equitable access and meaningful support, shaped by her experience parenting a child with significant needs. She serves on her school’s PAC Executive and volunteers in the community with the Starfish Pack Program, the Archway Christmas Bureau Toy Room, and the Christmas Food Basket initiative.

Eruke Omorogieva

Indigenous Representative

Eruke Omorogieva champions Indigenous engagement by fostering strong relationships with families, caregivers, and community members. Skilled in communication and advocacy, she ensures Indigenous voices are valued in decision-making, supports culturally responsive initiatives, and works for equity, inclusion, and student success within the broader community.

Heidi Smit Vinois

Special Education Representative

Heidi Smit Vinois is a passionate human rights defender, parent advocate, and community leader. She champions removing barriers to education, serves with ICARS and BCEdAccess, and was endorsed by teachers as a 2018 school trustee candidate. Heidi amplifies parent voices and advances inclusive learning for all.

The DPAC Executive for 2025–2026 consists of the President, Vice Presidents, Treasurer, Secretary, and Directors.

The Inclusion, Indigenous, and Special Education Representatives will serve as chairs of their respective sub-committees and report directly to the DPAC Executive.
